Anti-Distracted Driving Act effective on July 6

Anti-Distracted Driving Act (ADDA) or Republic Act 10913 became effective last Thursday, July 6 nationwide.


According to the Department of Transportation (DOTr), Anti-Distracted Driving Act is a new law that prohibits motorists from using communication devices, other electronic entertainment, and computing gadgets while vehicles are in motion or temporarily stopped on a traffic light or an intersection. A motorist, as defined under this law, is a person who is driving a motor vehicle.


ADDA was implemented last May but had its immediate suspension and revision to further review its implementing rules and regulations (IRR). DOTr issued instances that are not allowed on the road and these are the following: making or receiving calls except when the driver will make emergency calls to the authorities; composing, sending, and reading text messages; performing calculations; playing games; watching videos; and browsing the internet. These emphasize that the line of sight of the driver must be clear.


As it was effective nationwide, Dagupan City Public Order and Safety Office (POSO) also implemented ADDA. According to POSO Chief Carlito Ocampo, they conducted their latest survey last October 2016 and found out that there were 25,865 vehicles a day in Dagupan City and only 75 POSO officers were assigned to watch over this large number of vehicles. In order to lessen harm, POSO Chief Ocampo asked every driver to obey the rules to avoid accidents.


The penalties for the violation of Anti-Distracted Driving Act will be P5,000 for the first offense; P10,000 for second offense; for the third offense, motorists will face 3-month suspension of driver’s license with a fine of P15,000; and revocation of driver’s license plus P20,000 for motorists beyond third offense.
