Dr. Ophelia T. Rivera was the newly appointed City Health Officer of Dagupan after being qualified of all the requirements of Republic Act 7160 last July 24.
Mayor Belen T. Fernandez and the Sangguniang Panlungsod confirmed the appointment of Dr. Rivera as the new Dagupan City CHO, a position that was left vacant by the exit of Dr. Leonard Carbonell.
Republic Act No. 7160, also cited as the Local Government Code of 1991, establishes the system and defines powers of provincial, city, municipal, and barangay governments in the country. According to gov.ph, it provides for a more responsive local government structure instituted through a system of decentralization whereby local government units (LGUs) are delegated more powers, authority, responsibilities, and resources.
